The University of Surrey was granted its Charter in 1966 and an Art Gallery was incorporated into the Library building. In 1997 the Gallery moved to the ground floor and named after Professor Lewis Elton, who first started exhibitions in Battersea College of Technology, forerunner of the University. Gradually an art collection has been built up from donations and purchases from exhibitions, and as a result of residencies by Oleg Prokofiev and Andrezj Jackowski. The University Council agreed an art budget (1% of the contract price for new buildings and 0.1% for refurbishment) though it is now capped at a fixed sum per year. This has resulted in some major sculpture commissions – outside the scope of the catalogue, as are the many murals, pastels and watercolours in the collection. Artists represented include Royal Academicians as well as members of other prominent societies and students from Wimbledon College of Art. A recent substantial donation from Professor and Mrs Lewis Elton contains works by Picasso, Cocteau and Chagall among others.
