Levy was born in Manchester and studied at Manchester School of Art where he met and became friends with L. S. Lowry.

His image of three old ladies gingerly making their way across a snow-covered town towards the local Methodist chapel somehow manages to combine melancholy and warmth. The way that they cling together for support in such dangerous conditions reminds us of the importance of friendship and community.
