Powell was a Knaresborough solicitor whose portrait is known to have been painted in 1845 by Samuel Howell (1807–1876) for presentation to him. That was shown in an Art UK Art Detective discussion of 2021–2022 to have passed down in the family, possibly with at least one other of him, and without so far accounting for how this one – or record of who it is by – reached the seller from whom it was bought in 1983.
