Portrait and landscape painter in oil and watercolour, and teacher. Studied at Byam Shaw School of Drawing and Painting under F E Jackson, Glyn Philpot and Charles Shannon, 1926–30. He became principal of Byam Shaw, 1946–55. Phillips exhibited at RA, RP, RWS, NEAC and Cooling Galleries. Tate Gallery holds his portrait of Mrs Carter Gifford. Lived in Maldon, Essex.
