Oil and watercolour painter specialising in portraits. Born at Freiburg-in-Breisgau, Germany, Banner studied at Cheltenham, Oxford and Regent Street Polytechnic. He married the sculptor Josefina de Vasconcellos, with whom he shared two shows. The Ashmolean, Fitzwilliam and Victoria & Albert Museums hold his work as do many other public galleries throughout Britain. Lived at Little Langdale, Ambleside, Cumbria, Lake District scenes being a feature of his work.
