Guildhall Winchester was opened in 1873 as civic offices combined with a police station and fire station and, although the police and fire service have since moved, the Guildhall is still a council building. The artwork hanging in the building includes portraits of mayors, local nobility and royalty together with local scenes and events. The oldest paintings date from the 17th century but the collection also includes military parades from the 21st century. Although many of the artists are unknown and were probably locally based, the collection includes paintings by nationally and internationally known artists including Peter Lely, George Arnald, Frank O. Salisbury and Edward Halliday.

Guildhall Winchester is a late Victorian public building used for civic events and private bookings such as conferences and weddings. The building is open to the public 9am–5pm seven days a week but access is occasionally restricted due to events.
