This painting is a full-length, standing portrait of William Henry Watson. For thirty-four years he was a member of Whitehaven Board of Guardians (1889–1923), member of Cumberland County Council (1912–1919), member of Cumberland Standing Joint Committee (1898–1919), Vice Chairman and Chairman, Rural District Council (1925–1928), and Justice of the Peace for County of Cumberland (1893-1919).
