A three-stepped base surmounted by a plinth and obelisk, and surrounded by a low brick wall. Affixed to the south side of the obelisk is a female winged figure representing Victory. She holds a wreath in her raised left hand and a lowered sword in her right hand. There are inscribed panels on the sides of the plinth.
