This is a half-length portrait of Thomas Bell, Druggist and Governor of the Company of Merchant Adventurers from 1854–1856.

The sitter is turned slightly to his right, facing forwards. He has mutton-chop whiskers and wears a black double-breasted coat, a white shirt with gold studs and a blue bow-tie. In his left hand he holds a parchment with red seal. Two large diamond and gold rings are worn on the little finger of his left hand.
