The large, shallow basin has a moulded rim with eroded Vitruvian scroll decoration. Radiating acanthus leaves at the base rise from a circular cornice. The fluted base sweeps out to a square pedestal with cornice and an eroded inscription to the side.

Proceeding westward along the Royal Avenue from Victoria Park's eastern entrance, the bowl is halfway towards the next set of gates (Sphinx Gates) on the right, behind a large circular ornamental flower bed.
