A plaster statue based on the earliest sculpture of Sir Rowland Hill the postal reformer, originally created in Carrara marble by Peter Hollins for the General Post Office, Birmingham, and unveiled in 1870. The statue had been 'erected in Birmingham by public subscription, in recognition of his eminent services in connection with the postal system'. This statue of Sir Rowland Hill stands in contemporary dress holding a roll of 'Queen's Heads' penny postage stamps in his right hand. Sir Rowland's left hand rests on a column-style pedestal, which has a carved relief of decorative swags.
