Percival was the son of Thomas Brown, a Belfast-born estate agent. He was educated at the Royal Belfast Academical Institution and became a partner in Ephraim Brown & Sons Estate Agents, his grandfather’s firm.
Brown served as a member of the Belfast Corporation from 1936 to 1955. He was made High Sheriff of Belfast in 1942 and chaired the Belfast Civil Defence Authority from 1940 to 1946.
From 1956, Browne chaired the Northern Ireland National Assistance Board. He acted as Chairman of the Northern Ireland Tuberculosis Authority from 1946–1951.
Brown was granted a CBE in 1948 and was knighted in 1953. He died on 4th October 1962.
