De Neve was first recorded as a portrait painter in 1627 and seems to have enjoyed some success. He was related by marriage to the de Critz family and was also a kinsman of Hester Tradescant. Among other surviving paintings by de Neve is a portrait of Elias Ashmole of 1664, wearing the uniform of Herald (private collection). A date of c.1645 has been proposed for this portrait.
