The title of the painting is a bit misleading. The young woman and child are actually making Brazilian hats, which was a specialised trade in and around St Albans, Hertfordshire, in the 1800s. Brazilian hats are made from imported palm leaves and rather than being plaited, the strips are woven into a basic hat shape.
