A square pink granite column on a pink granite base with fluted pilasters at each corner and an arched-topped panel on each face. On top of the column is a stepped base on which sit two carved cushions in red sandstone surmounted by a bronze crown. There are bronze crests of the town and lion-head spouts on each face. The fountain was a gift to the town from Commander Francis Martin Norman RN (1833–1918) who had had a busy naval career before retiring to North Berwick in 1863. He became a key figure in the civic life of the town and set up the Historic Monuments Committee which was responsible for the restoration of the town's Elizabethan fortifications and the Flodden Memorial. His offer to Berwick of a Jubilee fountain met with some resistance initially because it involved the council spending £200 refurbishing the nearby public lavatory and it was felt that the Maclagan Memorial erected five years earlier 'had not really and truly been a boon to the public'.
