Very little is known about the sitter, other than that he was a surgeon for the Wigan Poor Law Union at the time of his death in 1873. He left £12,000 in his will for the purchase of books to stock the new library. He stipulated that his friend and scholar Gerald Finch should choose which books to purchase. The posthumous portrait was commissioned by a grateful Wigan Council, and was presumably painted from a photograph or earlier work. For many years it hung above the doorway of the reference library. The Council was so impressed by the work of Charles Mercier that they organised an exhibition of his paintings in the new library, the proceeds of which went into a fund for Wigan Royal Infirmary.
