John Norrie Anderson was born in Stornoway to parents who had migrated from the east coast of Scotland. He became a respected local lawyer and entered Stornoway Burgh Commission in November 1881. He was appointed a Magistrate and later became a Bailie in 1893. He served as Provost from 1897 to 1909 and was Chairman of the Lewis District Committee and of the Stornoway Parish Council. In 1896, John Norrie Anderson proposed that the Town Council take steps to erect a Town Hall and during his term as Provost he was active in raising funds and overseeing the construction of the building at a cost of £14,000. In 1902 he wrote to King Edward VII and Queen Alexandra and invited them to visit Stornoway while they were voyaging off the West Coast of Scotland.
