Manners was an unswerving supporter of Disraeli, and acted as his counsellor on public affairs and political tactics. This loyalty earned him a place in all Conservative governments between 1852 and 1892. He held cabinet posts as First Commissioner of Works, Postmaster-General and Chancellor of the Duchy of Lancaster.
