A male standing figure in a frock coat, poised as if about to speak. He is holding sheaf of papers headed 'PEACE' in the right hand. The left arm flexed with the hand holding a pince-nez. It has a pedestal with moulded cornice and plinth.

Henry Richard, born in Tregaron in 1812, was a Liberal MP for Merthyr and referred to as the 'Member for Wales' and 'the Apostle of Peace'. He was Secretary of the Peace Union and organiser of the Peace Congress in Paris in 1849.
