A four-sided clock tower dedicated to the people who died as prisoners of war or civilian internees in Japanese hands from 1941 to 1945. The tower consists of an unmoulded, square stone base, with a tall, square pillar. The pillar is plain, with roll-moulded corners. On all four elevations, near the base of the pillar, is a circular brass relief depicting a map of South East Asia. Near the top of each elevation is a simple bronze clock face. There is a bronze plaque with dedication on the western face of the base. A similar plaque is placed on the eastern side, containing information about the erection of the monument.
