A circular column mounted on a base, square with chamfered corners, and two stone blocks mounted as steps up to two drinking bowls, with taps (not working). It has a patterned marble surface around central portion of column, on the east-facing side of which is mounted an oval plaque. Arthur Regelous (1877–1902), popularly known as Peter, died in a fire at 423 Hackney Road on the night of 19th/20th April 1902 trying to save the lives of the occupants, Mrs Alice Maud Denman and her four children, all of whom were killed. The tragedy had a great impact on the area and the funerals of the victims were attended by massed crowds. A fund was set up by the Mayor of Bethnal Green 'in aid of the sufferers by the fire' to which the Princess of Wales contributed a cheque for £10, and the memorial drinking fountain, with commemorative plaque, was erected the following year.
