Sculptor in a variety of materials and teacher, born in St Helens, Lancashire. He attended Liverpool College of Art, 1946–8, Manchester College of Art, 1948–51, then City and Guilds School, 1953–4. Was for some time a visiting teacher at West Dean College, in Sussex. In 1967 had a solo show at Cambridge Building Centre and completed panels for churches and educational institutions in various parts of England. Bailey, who had a studio in Cambridge and who was a member of Letter Exchange, contributed to Stone Words, organised by Wolseley Fine Arts, 2002. Lived for some years at Royston, Hertfordshire.
