Herbert Thomas Ridge, born in Croydon in 1874, was the Assistant Surveyor of Romford UDC at the time he submitted his entry in the competition to design the layout of Raphael Park, Romford's first public park.

Mr Ridge had taken up his post in Romford around 1899, having previously been employed in the Surveyor’s department in Croydon. He was 29 in 1904 when the park finally opened to the public and lived in Romford with his wife Minnie, née Cuffley. He had one son, Herbert Cuffley Ridge, born in 1902. At the time of Herbert Thomas Ridge's death he was the Surveyor of Romford Urban District Council.
