The three-armed shape of the panel was initially inspired by an aerial image of the Sirhowy and Ebbw valleys that converge at Crosskeys. Inspiration for the design came from the ancient Silurian hill fort of Twmbarlwm. The design also makes reference to local social and industrial heritage, including the Roman occupation.
