Rhys Hopkin Rhys was known as 'Blind Rhys of Llwydcoed' after losing his sight in an explosion at Dowlais Iron Works near Merthyr Tydfil in 1847. This did not stop him from pursuing a brilliant civic career. With the Aberdare Board of Health from 1854, he played a leading role in improving the water supply to the town. In 1885 he was made first chairman of the Aberdare Urban District Council.
