The sitter wears the collar of the Order of the Garter and on this basis has been identified as Charles Howard (1536–1624), who succeeded his father as Baron Howard of Effingham in 1573 and was installed as a Knight of the Garter in 1574. As Lord High Admiral he commanded the forces which defeated the Spanish Armada in 1588. He was created Earl of Nottingham in 1597.
