The memorial is a drinking fountain (no longer working) in the form of a tapered obelisk raised upon a pedestal. Semi-circular basins project from the left and right sides. The pedestal formerly had a recessed bronze relief set into each face. The front panel depicted a head-and-shoulders full-face portrait of Smith encircled by an oval of laurel leaves and, outside the oval, a rose motif in each corner. The panel set into the left face, 'Indian Famine', showed a nurse giving water to an emancipated youth who lifted up by a turbaned man. In the panel set into the right face was 'Virtue Thrusting Evil from the Path of Youth', the central figure Virtue, attired in a long gown girdled at the waist, stretches her right arm forward to push back Evil.
