Lord Herbert is represented ‘as if in an attitude of deep thought’. He wears his peer’s robes, and his head is bent forward, resting on his right hand. In his left hand he carries a roll of papers and at his side is a pile of books. The front and sides of the pedestal carry reliefs illustrating scenes relating to Herbert’s activities as Secretary of State, responsible for military matters. On the front is a scene at the Herbert Hospital, Woolwich. Florence Nightingale, accompanied by an assistant stands on the steps of the hospital, in conversation with a disabled sergeant, whilst to either side are groups of invalid soldiers. Those on the right surround a young soldier reading a letter. The relief on the left side illustrates the volunteer movement, first organised during Herbert’s administration of the War Office.
