John Latham (1761–1843) was physician to St Bartholomew's Hospital, 1793–1802, and lecturer in medicine, 1836–1841. He was active in private practice and in the Royal College of Physicians (RCP). In 1804, he produced a plan for medical reform which he presented to the RCP, proposing that England and Ireland should be split into large districts, with a chief physician responsible for regulating and examining every surgeon, apothecary, chemist, druggist or vendor of medicine in the district. However, the proposals were never acted upon.
