The one to the left appears to laugh and has linked arms with the civilian, the other grabs his arm on the right and seems to argue with him. A poster proclaiming the bye-laws hangs on the wall of a building behind them. A luggage barrow stands in the lower left corner. Phiz\'s signature is in the lower right corner.
