Born into a wealthy family, Weber studied at Hornsey School of Art (c.1909-13), the Byam-Shaw School and the Royal Academy Schools of Art, entering the Rome Scholarship Competition in 1922. She first exhibited at the RA in 1921. In the 1930s she had a studio on Cheyne Wallk, Chelsea, which she shared with her cousin, the artist Ellen Ray Marshall.

In 1939 Weber illustrated the Southern Railway publication Hills of the South with maps by ER Marshall, and also Lawn Tennis Guaranteed. In 1939 Weber and Marshall were living in Brockhampton, Herefordshire and briefly joined the Land Army before returning to London to work for the French Red Cross. After the war Weber visited Kenya and in 1950 had an exhibition of paintings inspired by her visit, at Kensington Art Gallery.
