Painter, born and lived in Belfast, Northern Ireland, where his works were based on ordinary people’s lives, observed with wit and humanity. On leaving school Dowling became a banker, but reserved time to study, paint and exhibit. In 1997 he left the bank to paint full time. The National Self-Portrait Collection of Ireland, University of Limerick, holds his work.
