Artist in a range of media, lecturer, born and lived in north London. He was notable for striking British and foreign cityscapes with unusual perspectives and singular colouring. After gaining an honours degree in politics and parliamentary studies from Leeds University, 1987–91, Burgess did a foundation course in art and design, National Diploma, at Barnet College, 1991–2, then an honours degree in fine art at Byam Shaw School of Art, 1994–6. Won a painting prize, Apthorp Fund for Young Artists, 1994; a Worshipful Company of Painter-Stainers bursary and certificate of excellence, Academy of Young Jewish Artists, both 1995; and a NEAC Drawing Scholarship, 1999. Taught art at the Jewish Association for the Mentally Ill, lectured in art history at The London Jewish Cultural Centre and was a RA part-time tour lecturer.
