Painter in oil and watercolour, son of the artist John Joseph Barker. Studied at Bath School of Art, 1905–10, under Nathaniel Heard, and the Camden School of Art, in London, 1910–13. Exhibited at the City Art Gallery, Manchester, and elsewhere in the provinces. Was head of the art department at Bacup and Rawtenstall Grammar School, near where he lived in Rossendale, Lancashire.
