The free-standing figure is in seventeenth century clothes including a domed broad-brimmed hat, cravat, coat, waistcoat, breeches, stockings and shoes with buckles. Penn is depicted reading from his own essays, and the words inscribed in the bronze, recorded above, are apt and moving. His appearance is based on the many engravings that show him in Quaker dress of the period.
