Stanley Bean Atkinson was born in Bethnal Green, studied at Trinity College, Cambridge and St Bartholomew’s Hospital Medical College then rose to local prominence as a Justice of the Peace for the County of London. He was a member of the Stepney Borough Council, Vice Chairman of Mile End Board of Guardians and sat on the Metropolitan Asylums Board.

Funded and commissioned by a specially formed council committee at a cost of £55 4s, the memorial bust was unveiled at Mile End Library, now Tower Hamlets Local History Library and Archives, on 4th October 1911. Stepney Borough Council, now amalgamated into the present-day London Borough of Tower Hamlets, agreed to maintain the memorial in perpetuity.
