The memorial consists of a bust of Plimsoll on a tapering plinth with chamfered corners. Supported on the base of this plinth, and leaning in towards it, are a male and a female figure. The male figure is a sailor, wearing a woolen jumper and with bare feet. He holds a wreath, a sailor’s hat and a length of rope. The female figure represents Justice and holds a wreath, a sword and a pair of scales. Between them, against the plinth, a shield, surmounted by a relief of a sailing ship, contains the inscription. The garden area to either side of the memorial is enclosed by a railing, which features seahorse and ‘Plimsoll line’ motifs, the latter consisting of circles with a line drawn horizontally through them. Although the memorial adheres to a conventional format, the sculptor has communicated an art deco feel to the whole, particularly in the eurythmic postures of the flanking figures.
