A rectangular commemorative plaque which is overlapped along the top edge by a smaller rectangle containing a pictorial relief depicting three otters, the largest holding a fish in its mouth, a smaller otter looking up at it, and a third otter with an eel in its mouth. The work commemorates the 800th anniversary of Liverpool's Royal Charter. The promenade was opened on '7TH JULY 1950 BY / Alderman the Reverend H. D. LONGBOTTOM, LORD MAYOR'. The inscription stone was changed to a much simpler text no longer noting the original surveyor, Clerk and Aldermen involved in the 1950s scheme.
