The artist, Andrew Mansfield Ratcliffe, a figurative painter, said of his work, 'my main preoccupation is representing the human figures, ranging from life painting to in depth analyses of individuals. I paint from life, although I work in a very controlled way the result is a form of expressionism'.

Neil Kinnock was leader of the Labour party and leader of the opposition from 1983–1992 and at the time of sitting for this portrait (1996) was European Commissioner for transport. In 2005 Kinnock was raised to the peerage as Baron Kinnock of Bedwellty in the county of Gwent.
