Painter and teacher, born in Glasgow, where he attended the School of Art, 1970–4, teachers including David Donaldson and Danny Ferguson. He showed at Glasgow Art Club of which he was a member, SSA, BWS and Royal Glasgow Institute of the Fine Arts. Hargan won a number of awards, including David Cargill Award at Royal Glasgow Institute, 1982, and the James Torrance Memorial Award there, 1984; the Meyer Oppenheim Prize, RSA, 1986; and Paisley Art Institute Award, 1993. BBC, Strathclyde Education Department and South of Scotland Electricity Board hold examples. In 1996, The Contemporary Fine Art Gallery, Eton, gave Hargan a solo show, which included his colourful landscapes and singular figure studies. He lived at Paisley, near Glasgow.
